Overview

All Kingston residents are eligible for free foreshore parking permits.

If you are a Kingston resident or trader, you may also be eligible for a parking permit where your house or business is located.

Information on all City of Kingston parking permits can be found below.

Foreshore parking permits

All Kingston residents can enjoy free foreshore parking, but must display a valid foreshore parking permit to avoid being fined.

To obtain a foreshore parking permit you can:

Attend our Customer Care Centre - 1230 Nepean Highway Cheltenham (Monday to Friday 8:30am to 5pm)

*Must provide proof of residency (copy of rates notice, licence, lease agreement, statutory declaration or utility bill).

*Must provide name, address and proof of residency (copy of rates notice, licence, lease agreement, statutory declaration or utility bill).

Permits are valid in the following foreshore carparks only and time restrictions still apply:

  • Aspendale - Gnotuk Avenue
  • Bonbeach - Williams Grove
  • Carrum - Stephens Street, Old Post Office Lane
  • Chelsea - The Beach Way, Victory Park (The Strand)
  • Mentone - Antibes Street, Dixon Street, Mundy Street, Naples Road
  • Mordialloc - Horse Paddock (Bay Street), Peter Scullin Reserve, Pier Road
  • Parkdale - Rennison Street

Please note - permits are not valid in Governor Rd (Chute St) carpark, Mordialloc.

Resident parking permits

We understand that parking can be challenging to find in certain streets within Kingston.

Residents living in high-traffic areas or streets with parking restrictions may be eligible for a resident parking permit.

You can choose either a:

Physical permit – which is able to be transferred between vehicles

Electronic permit – which associates a permit with a specific vehicle registration (with flexibility to change your preferred vehicle registration anytime online)

How to obtain a resident parking permit

To obtain a resident parking permit you can:

Eligibility

To make the permit system equitable, there are qualifying reasons as to why you may, or may not, be eligible. Here are some common scenarios to help you determine your eligibility for a parking permit.

 

Scenario Eligibility
I live in a house on a standard block Maximum of 2 permits. First permit is free. Second permit is available with a fee of $50
There are 2 houses on one lot where I live Each house is entitled to 2 permits. First permit is free. Second permit is available with a fee of $50
There are 3 or more houses on one block Each house is entitled to 2 permits. First permit is free. Second permit is available with a fee of $50
I live in an apartment over a shop

Shop-top apartments within residential areas will be subject to the same eligibility requirements as other residential dwellings.

Shop-top apartments in commercial or activities centre zones are eligible for parking permits that allow them to park in residential parking permit areas, however the permit will not exempt them from parking restrictions intended for commercial uses.

I need a visitor's permit Not eligible. Note: our permits are now transferrable between vehicles to meet your needs.

Please note: addresses with two or more dwellings on a lot granted planning advertisement after 28 July 2015 will not be eligible for a permit. These developments are expected to have on-site parking as required under the Kingston Planning Scheme.

Trader parking permits

Trader Parking Permit Schemes operate in the Chelsea, Cheltenham and Mordialloc shopping precincts. 

The Chelsea and Cheltenham trader parking permit scheme is fully allocated. Businesses in these centres can apply to be placed on a waiting list, however, we are unable to provide timelines of when permits become available.

Mordialloc [insert link]

Permits are currently available for this scheme. Businesses operating in the Mordialloc Shopping Precinct can apply for a maximum of two (2) permits. To apply for a permit/s, download and fill in this application form and email it to business@kingston.vic.gov.au.

Accessible parking permits

How to Apply

Individual applicant - renewing or applying for a new permit

  • Start your application online at accessibleparking.vic.gov.au
  • You'll receive an application reference number via SMS
  • Take your reference number to your GP or occupational therapist
  • Your GP or occupational therapist will complete an online assessment and submit your application
  • Your local council will review the application
  • If your application is successful, you'll receive your permit in the mail.

*If you don't have access to a mobile phone or the internet, please contact our customer service centre on 1300 653 356 to discuss other options for completing the form.

Organisation - renewing or applying for a new permit

  • Start your application online at accessibleparking.vic.gov.au
  • You'll receive an application reference number via SMS and email
  • Your local council will review the application
  • If your application is successful, you'll pick up your permit at the council.

Replacing a Lost Permit

  • Complete a statutory declaration to formally declare the permit is missing
  • Start your replacement application online at accessibleparking.vic.gov.au
  • You’ll receive a replacement application reference number via text message (SMS) & email
  • Your local council reviews the application
  • If your application is successful, you’ll pick up the permit from your council and will need to provide the statutory declaration at time of collection.

Disabled parking bays

The City of Kingston has hundreds of specially reserved disabled parking bays.

Lost permits

If you require a replacement permit, you will need to provide us with a Statutory Declaration advising that your permit has been lost.

We can then cancel that permit number and reissue you with a new permit.
